On August 19th, 2026, YNDC completed a citywide property conditions survey for New Castle, Pennsylvania. Surveyors walked the entire municipality to document housing and infrastructure conditions in the City of New Castle, including sidewalks and pedestrian ramps at intersections. The survey noted the following:
482 Vacant Residential Structures
88 Vacant Commercial Structures
153 Residential Properties with Roof Issues (likely 91 are owner-occupied)
161 Residential Properties with other Exterior Issues (likely 96 are owner occupied)
51 Residential Properties had step or other issues that limit safe access to the home (likely 14 are owner occupied)
2,365 Properties with missing or broken sidewalks or missing accessibility ramps
