On Wednesday, March 3, 2021, Youngstown City Council adopted the City of Youngstown Housing Conditions Analysis and Strategy to Improve Housing Conditions.

This caps a year of hard work by the City of Youngstown’s Community Planning and Economic Development Department, YSU’s Geography and Urban Regional Studies Program, and YNDC. The strategy was developed based on a citywide market analysis, rigorous local data analysis, and feedback from more than 1,700 residents.

The purpose of the plan is to improve housing quality for all residents in the City of Youngstown and the primary strategies are as follows:

1.       Eliminate Abandoned Properties

2.       Effectively Regulate Rental Properties

3.       Address Nuisance Properties

4.       Properly Zone and Regulate Community Residences

5.       Assist Owner-Occupants with Home Repair

6.       Develop and Incentivize Homebuyers

7.       Encourage Development of New and Existing Housing

Implementation of the plan has already begun and the full document can be downloaded below. We look forward to sharing updates on progress in the months and years to come.
