In 2020, YNDC completed home repairs for 302 homeowners.

The repairs included 123 roof replacements, 36 owner occupied full repair projects, and 179 emergency repairs. More detailed information on YNDC's 2020 home repair efforts can be downloaded below. On January 20, 2021, YNDC purchased the 2915 Glenwood Avenue Plaza.

The plaza is approximately 12,000 square feet and was constructed in 1951. YNDC plans to renovate the property and offer the renovated storefronts and restaurant for lease to neighborhood friendly businesses. More details will be announced later this year.

The Youngstown Neighborhood Development Corporation is hiring already for its grass cutting and cleanup team.

It’s a full-time position that pays $17 an hour.

A number of years ago, the owner of a small plaza on Glenwood Avenue had big plans.

A soul food restaurant on one side and a daycare center on the other. Now, it has become the latest acquisition by the Youngstown Neighborhood Development Corporation (YNDC).

“This property will remain a commercial property. Our focus and our desire is to add quality of life services for the neighborhood,” said Tiffany Sokol, YNDC spokesperson.

YNDC took possession of the building Thursday, paying $175,000 for it. It has been sitting empty for the last five years.

“We’ve been keeping our eye on this property. We really wanted to make sure that we got it in a timely manner,” Sokol said.

Deborah grew up in her Godparents' home and was given their home after they passed.

The roof was leaking so severely into every room in the house that it had infiltrated the electrical system and her walls were starting to bulge in from water damage throughout. She was also taking care of her parents which financially made it even more difficult to get the work done. With YNDC’s help, Deborah no longer has to worry about further damage to her home. “I grew up in this house. My children and grandkids grew up in this house. This is a three generation home. Being able to restore it and bring it back up to code makes me one of the happiest people on the street,” said Deborah.

On Monday, January 25, Denise DeBartolo York awarded a $10,000 grant to YNDC for emergency home repair.

The funds will be used for the emergency home repair program to assist low income homeowners with emergencies such as furnace and plumbing repairs at no cost. Big thanks to Denise DeBartolo York for her support!

Notice is hereby given that the City of Youngstown, Ohio (City) is currently preparing its FY 2021 Consolidated Annual Action Plan.

The City will receive FY 2021 Community Development Block Grant (CDBG) funds, HOME Investment Partnerships (HOME) funds, and Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD) and will conduct a public hearing on the use of these funds for FY 2021 (July 1, 2021 – June 30, 2022). In accordance with the Final Rule for consolidation of the CDBG, HOME, and ESG Programs, 24 CFR Part 91, et. al., the City will prepare an Annual Plan, which will be submitted to HUD on or before May 15, 2021.

In accordance with the City’s Citizen Participation Plan, the City will hold a community development and housing needs hearing at the time indicated below; the meetings will be virtual due to the pandemic.

The purpose of these public hearings is to:

1.            Obtain the views and comments of individuals and organizations concerning the City’s housing and community development needs. The information gathered will be used in the preparation of the Consolidated Annual Action Plan submission for the FY 2021 Program Year.

2.            Review the City’s Community Development Block Grant, HOME Investment Partnerships, and Emergency Solutions Grant Programs and provide an opportunity for the public to comment on program performance.

3.            Summarize the Consolidated Annual Action Plan process and obtain the views of citizens, public agencies, and others interested in the housing and community development needs of the City.

 

The City expects to publish a summary of its proposed Annual Action Plan for FY 2021 on or before April 1, 2021. A copy of the document will be placed on public display for a thirty (30) day review period beginning on or before April 1, 2021. A second public hearing will be duly advertised and conducted to present the proposed plan to the public. The City will consider comments on the proposed plan prior to adoption by the Youngstown City Council on or before May 7, 2021. Proper notice of the display date and subsequent public hearing will be properly advertised. The City intends to submit its FY 2021 Annual Action Plan to HUD on or before May 15, 2021.

The documentary film featuring the work and team of YNDC along with other Youngstown residents titled "The Place That Makes Us" is scheduled to air nationally on 170 stations on the PBS WORLD channel on March 30 at 8:00pm.

Although local listings will vary, those in the Youngstown area can view the documentary on WNEO on March 30 at 8:00pm. The film will also stream on the America ReFramed website for a limited time and on the PBS app.

Glenwood Avenue sees a large amount of traffic every day, stretching from Western Reserve Road to Youngstown Mahoning Avenue.

A couple of groups want to study a portion of this road for potential improvements, but they need an approval from Youngstown City Counsel first.

Every day, drivers travel down Glenwood Avenue, which puts wear and tear on the roads.

So, the City of Youngstown along with the Youngstown Neighborhood Development Corporation (YNDC) is looking to get this road checked over.

“It’s going to be a study of the corridor to identify areas where there might be some pedestrian hazards, some safety issues,” said Chuck Shasho, deputy director of public works.

“Looking at public transit, to the bus infrastructure and perhaps bicycling into the future,” said Ian Beniston, YNDC executive director.

The plan is to study from Mahoning Avenue to Shields Road, which would include Boardman Township, Mill Creek Metro Parks, Mahoning County Engineers and ODOT.

The study would collect data to decide how to map out a future project.
