YNDC has completed the renovation of the Sarah Building at 840 W Indianola Avenue. The fourplex, constructed in 1925, was fully renovated, and now contains four, lead safe one-bedroom, one-bathroom apartment units.

In honor of Earth Day 2024, YNDC and Mahoning Valley TreeCorps worked with Youngstown CityScape volunteers to plant trees in Youngstown!

Of the 10 occupations with the most job openings expected in the region through 2030, only four are expected to pay a wage that will enable the workers to afford housing.

The Youngstown Neighborhood Development Corp. received a $1.25 million federal grant to help senior citizens make needed improvements to their homes.

As a non-profit organization, the
Youngstown Neighborhood Development Corporation (YNDC) places a high priority
on protecting your privacy. The YNDC’s Privacy Policy is designed to inform you
about YNDC’s practices regarding collection, use, and disclosure of information
that clients provide us through any of our activities, programs, or other
initiatives.

Information Collection

This policy outlines YNDC’s practices
utilized to safeguard personal information. Personal information is defined as any
information that may be used to identify an individual, including, but not
limited to, a first and last name, a home or other physical address and an
email address or other contact information. The YNDC collects personal
information for individuals participating in any of the programs of the
organization including, but not limited to, Lots of Green – Neighborhood
Greening, Homeownership Incentive Program, Home Improvement Program, Home
Purchase Program, Rental Units, and all other programs of the organization.

We maintain files of program clients with information
related to the client, requests for service, program compliance/completion, and
transactions with the organization. We also maintain program specific
information including, but not limited to, credit information and other
personal finance related information. We may also conduct surveys or other
studies for marketing and/or planning purposes.

Safeguarding Information

The YNDC takes a number of steps to protect the privacy and
ensure security of your personal private information.

  1. Personal information is kept under physical,
    electronic, and procedural controls that comply with or exceed applicable
    government standards.
  2. Personal information is only accessible to employees or
    contractors when it is relevant to the programming for which the client has
    given the personal information.
  3. Outside contractors working on behalf of the YNDC are
    required to meet the minimum privacy policy standards set forth in this
    document. They must also agree to use personal information solely for the
    services they are under contract to perform.
  4. Personal information will not be transferred to third
    parties not directly involved in activities of the organization unless the
    client has given written permission.

Marketing and Personal Information

YNDC program clients may be asked to share their information
for marketing purposes. Clients are under no obligation to share information.
Clients, who agree to share information, will be asked to sign a consent
statement agreeing to the use of their information for marketing purposes.
Personal information utilized for marketing purposes will be limited to name
and address information and will not include any personal financial
information. For example, a client may be asked to share their story of
becoming a homeowner through YNDC’s homeownership program and provide a
testimonial for marketing materials.

Website Privacy Policy

Any personal information provided by individuals via the
website, www.yndc.org, of the organization will be utilized strictly for the
purposes defined on the website. A detailed website privacy policy will be made
available on the website.

Disclaimer

The information provided in this privacy policy should not
be construed as giving business, legal, or other advice, or warranting as fail
proof, the privacy controls and security of information provided by clients to

YNDC fully renovates vacant homes to a high standard for sale to new homeowners at an affordable price.

YNDC’s REVITALIZE Rental program offers an opportunity to rent a quality rental unit.

YNDC is a HUD-Approved Housing Counseling Agency dedicated to helping you achieve sustainable housing. We assist clients with identifying and resolving the barriers to quality affordable housing in FREE one-on-one counseling sessions.

The Glenwood Fresh Market provides year-round access to FREE fresh fruits, vegetables, and other healthy food items to residents of Youngstown and the Mahoning Valley. The market also provides free health screenings, nutrition literacy courses, cooking demonstrations and other resources to members.

Mahoning Valley TreeCorps is an initiative led by YNDC, Trumbull Neighborhood Partnership, Youngstown CityScape, the Healthy Community Partnership, along with many community partners. TreeCorps will restore and sustain the urban tree canopy in the cities of Youngstown, Ohio, and Warren, Ohio, in order to improve health, and make the urban forest accessible to all.

The Youngstown Neighborhood Development Corporation (YNDC) offers a Roof Replacement program to assist residents of owner-occupied, single family homes with leaking roofs at NO COST to owners.

The Youngstown Neighborhood Development Corporation (YNDC) offers an emergency home repair program to assist residents of owner-occupied, single family homes with emergency repairs such as furnace and plumbing repairs at NO COST to owners.

In response to the economic impact of the COVID-19 pandemic, YNDC is providing mortgage payment assistance to eligible Youngstown residents who lost employment income on or after March 14, 2020 as a result of the COVID-19 outbreak. Call YNDC at 330.480.0423 to apply.

"We have lived in the city on same street and same house for the past 47 years, enjoying being close to the university, museums, cultural activities and other amenities that an urban area offers.

We have also observed the changes. Most of the changes occurred with the transfer of housing to out-of-town buyers. Absentee owners may have had good initial intentions, but over time as the property remained vacant, vandals stripped the homes leaving an unsightly mess for the community.

Fortunately there are caring neighbors along with city workers who mow the lawns, thus offering pleasing improvements. Moreover, it was exciting to see that the city removed two unsightly properties this past year.

In addition, there are many volunteers in the community who care about the city by offering their time and talent by participating in United Way’s 2014 Day of Caring, teaming up with YNDC and Green Youngstown.

More than 600 volunteers from 52 businesses and organizations participated recently. Our street was one of the streets they transformed. It was exciting to see the magic of the changes. Vacant houses were boarded with attractive art designs that camouflaged the vacancy. Shrubs were trimmed, lawns were mowed and debris was removed. It was a transformation of the neighborhood and a very positive experience for the volunteers, but mostly for the neighborhood. Thank you for your Day of Caring."

"I would like to thank everyone involved in the clean up and restoration project on the street of Norwood Avenue in Youngstown, Ohio approximately two weeks ago. I have been a resident of this street since I was nine years old, almost thirty years, and this is the first time an event such as this has taken place here. Everything looks great. At night, I'm not as afraid as I was getting out of my car and going into my house. Abandoned houses are now boarded up properly and in such a way that would invite and encourage prospective buyers. Trash, out grown tree branches, over grown grass, collapsed garages and debris have been property cut, removed, and disposed of. It was beautiful to see how many people helped and volunteered to accomplish this massive project. I just want to thank everyone involved. I know we on Norwood Avenue GRACIOUSLY thank you all for your diligence, time, and dedication. In the Idora gardens, we grow food and we develop relationships where none existed before.  Bike-riding US Army veterans and spare-time car mechanics alike share tragic stories of their past and laugh in the present as we strategize against the lettuce-loving neighborhood gopher who pilfers relentlessly without regard to the size of his belly.  For some of us, growing our own food is a wholly new pursuit, while for others, a place to plant has been the only impediment to enjoying healthy food.  The latter serve as great sources of knowledge, and we rookies secretly hope they will be present each time we arrive to weed, water and harvest.  
Often it takes time for trust to build among residents in our community, a place which has known continued decline for the better part of 30 years.  In contrast, members of this gardening crew, from day one, put their hands in the dirt and begin asking questions of each other, such as "How deep?", "Is this right?" and "Should I water it now?"  Whoever knows graciously demonstrates answers.  Within a few months, we all more or less become farmers, and as the questions evolve toward preparation of harvested vegetables, some of the rookies transition to resident experts.  Again we all learn and again we laugh as we now share failed recipe nightmares. 
As the season draws to a close, we lament the losses to tomato blight and hungry caterpillars.  But the following breath carries far more optimism for the next year:  "We'll plant earlier. The soil will be better seasoned. We'll water less, and we'll try planting new things."
Thanks to the gardens, we have eaten better this year than last, and we have certainly learned new skills.  We now have friends where we only saw people who lived on our same streets.  We have secret hopes that more will join us next year.

Certain projects require YNDC to hire independent contractors to assist with the completion. To apply for consideration as a YNDC contractor, contractors must complete and submit an application with insurance and worker’s compensation information. If a contractor is not insured over $1 million, the application process ceases until such insurance is obtained and documentation provided to YNDC.

YNDC may give preference to the following criteria when reviewing applications:

  • Is the contractor a minority owned business?
  • Is the contractor based in the City of Youngstown?
  • How much experience does the contractor have with residential rehabilitation?
  • Has the contractor taken any lead safety training certification courses?
  • Does the contractor have any third party certifications?

After the application is reviewed, contractor references and previous work is evaluated. Contractor applications are then kept on file, and contractors are invited to bid on projects based on experience, references, and skill set.

Once a contractor has been invited to bid, the contractor will be provided with a set of specifications for a particular job and asked to submit prices based on the work as outlined in the specifications. All contractors in the bid will be provided the same set of specifications and any amendments or clarifications will be announced to all contractors such that fair comparisons may be made between project estimates presented by the contractor. The contractor must provide the estimates by a pre-determined date. Bids will be reviewed and a contract awarded based on best price and value, although price alone may not be the deciding factor in awarding a contract. All contractors invited to bid will be informed of YNDC’s decision, whether or not they have been selected.

Neighborhood and Community Planning Overview

In order for the efforts of YNDC to transform and revitalize Youngstown’s neighborhoods to be effective, they must be guided by data-driven analysis and transformative strategies tailored to meet the community’s collective vision for the future. In order to understand that vision and determine appropriate programming to achieve it, YNDC works closely with the community, City of Youngstown, and Youngstown State University Center for Urban and Regional Studies to develop neighborhood plans and strategies that guide our collective work. These planning documents are founded in thoughtful research and authentic community processes.

Efforts by YNDC and its partners to implement comprehensive neighborhood plans have leveraged over $10 million in reinvestment in Youngstown’s neighborhoods since 2009.

The neighborhood action plans address housing and property issues, such as a need for code enforcement, demolition, housing repairs, or debris cleanup; infrastructure issues, or the repair of non-functioning street lights; safety concerns, and recommendations for encouraging economic development and community building.

Many challenges and opportunities that face Youngstown’s neighborhoods must be examined at the city-wide level in order to develop an effective approach to addressing them.

In 2014, an analysis of Youngstown’s housing market was completed based on a similar model developed by Alan Mallach, with the Center for Community Progress.
